President calls for Jeyaraj's explanation

President Chandrika Kumaratunga has blasted Commerce Minister Jeyaraj Fernandopulle and called for his explanation over a statement the minister made naming JVP propaganda secretary Wimal Weerawansa as the prospective Prime Minister under a UPFA government.

The President's letter calling for explanation followed an interview Minister Fernandopulle has given to a Tamil newspaper claiming Prime Minister Mahinda Rajapakse, if elected president would assign Minister Mangala Samaraweera or Wimal Weerawansa as Prime Minister, due to Foreign Minister Anura Bandaranaike not campaigning for Rajapakse.

The Foreign Minister last week wrote to the President complaining bitterly against Fernandopulle's comments stating he had violated party discipline. Bandaranaike had also in his letter made reference to a plot to undermine the Sri Lanka Freedom Party (SLFP) by a group working for Rajapakse.

This president in her letter to Fernandopulle had accused him of acting contrary to party decisions and reminded him of several attempts by him to undermine the party. She has also reminded the minister of JVP's attempts to destroy the SLFP and questioned whether he was a tool in their hands.

Kumaratunga has further brought Fernandopulle's attention to his political history and the role played by the Bandaranaikes in giving him due recognition.

The Sunday leader learns that Fernandopulle on being informed of President Kumaratunga's letter had been visibly upset and decided to explain his position to Kumaratunga and extend his solidarity with the Bandaranaikes. (Sunday Leader)

UNP AND LTTE WORRIED THAT THEY CANNOT STUFF BALLOT BOXES BECAUSE OF KARUNA IN THE EAST

United National Front sources said that they are highly worried that Velupillai Prabhakaran would not be able to deliver the necessary number of votes from the Eastern Province for the victory of Ranil Wickremesinghe at the forthcoming Presidential elections due to the opposition from Karuna.

The pro-UNF Daily Mirror said Karuna would soon distribute leaflets in Batticaloa requesting people not to vote for Ranil Wickremesinghe.

In the past parliamentary elections the LTTE openly violated election laws and stuffed ballot boxes and openly practiced impersonations by using small children to vote to elect their proxy party , Tamil National Alliance members to the parliament.

They were expected to use the same methods at the forthcoming Presidential elections to bring victory to their allegedly favorite Ranil Wickremesinghe to power.

In the internecine warfare between Prabhakaran faction and Karuna faction one faction has been opposing the other faction in all their military and political activities. Karuna faction is therefore expected to oppose Ranil Wickremesinghe candidature at the Presidential elections since UNF’s alleged secret pact with the LTTE.

Although the LTTE publicly has declared that they would help neither candidates UNF political opponent Janatha Vimukthi Permuna (JVP) has alleged that there is a secret pact between Ranil and Prabhakaran to obtain Tamil votes.

JVP leader Somawansa Amerasinghe in a exclusive interview with this correspondent said that it was the reason why Ranil Wickremesinghe refused to condemn the LTTE for the assassinations of Former Foreign Minister Lakshman Kadirgamar and the two principals of Jaffna schools who refused to let LTTE recruit child soldiers . Somawansa also said due to the same reason Ranil also refused to praise the European Union for its ban of the terrorist outfit.

Sri Lanka to cut phone links to 13 countries to stop scams

Sri Lanka will cut international direct dialling to 13 countries next week in a bid to stop "modem hijacking" and Internet porn scams.

Sri Lanka will cut international direct dialling to 13 countries next week in a bid to stop "modem hijacking" and Internet porn scams.

The main international gateway operator, Sri Lanka Telecom, was asked to halt direct dialling to the 13 nations on Tuesday after complaints that subscribers were billed for long-distance calls they never made.

Aruna Amarasekara, director-general of the Telecommunications Regulatory Commission of Sri Lanka, said the blockage will be in force for three months but subscribers could still make operator-assisted calls if necessary.

"We have decided to do this because of modem hijacking," Amarasekara told AFP Sunday.

He said local subscribers were also advised to block international access on their telephones to prevent unauthorised dialling by malicious programs, or diallers, installed by some websites.

Some websites surreptitiously install diallers on a surfer's computer and use the phone connection to dial long-distance telephone numbers, running up huge bills, he said.

Sri Lanka has found that most of the unauthorised calls terminated in the Solomon Islands, Vanuatu, the Cook Islands, the Wallis and Futana Islands, Papua New Guinea, Nauru, Tuvalu, Tokelau, Western Samoa and Kiribati.

Criticism strengthens me - Ranil

United National Party Presidential candidate Ranil Wickremesinghe said he welcomes criticism since it strengthens him.

Addressing a public rally in Hanwalle, Wickremesinghe said "Although my rivals criticize me at every step, I am strengthened by it , for if they ever cease to criticize, it might weaken me."

Wickremesinghe said that the JVP has been accusing every UNP leader since the late President J R Jayewardene of dividing the country.

"When President Jayewardene introduced the Provincial Council system, as a measure to solve the ethnic problem, the JVP not only accused him of dividing the country and betraying the nation to the Indian army but also maliciously destroyed public and private properties as well as human lives."

The JVP, he said has now proved that they accept the system that they vehemently opposed, at the cost of property and life, by representing Provincial councils.

Wickremesinghe, recalled how the JVP accused President Premadasa of providing LTTE with arms and the same old accusation of dividing the country was leveled against him.

"When President Premadasa was assassinated by the LTTE these groups stooped to the level of lighting crackers and eating kiribath. During the previous election JVP leaders tried to remove the plug they claimed to have connected the UNP to the World Bank. Since they failed to reduce the cost of living, develop the economy or do anything at all, they have found out that it was not a valid slogan and people are not ready to believe them. Therefore the Somawansa, Weerawansa duo is resorting to the old accusation of dividing the country," he said.

Sri Lanka troops on alert after protester killed by army gunfire

Government soldiers were on alert in a Tamil village in northern Sri Lanka - on Saturday, a day after troops fired on villagers protesting the alleged rape of a girl by a soldier, killing one person and injuring two others, a military spokesman said.

The violence took place in Puttur East village on the Jaffna Peninsula, the traditional homeland of Sri Lanka - 's Tamil minority, about 300 kilometers (185 miles) north of the capital, Colombo.

``The situation is still tense but unlike yesterday there are no violent activities,'' military spokesman Brig. Nalin Witharanage said Saturday. ``There are troops on standby to move in when there is a requirement.''

Friday's protest occurred after residents accused a soldier of trying to rape a 16-year-old girl in the village.

The dead villager was identified as 20-year-old Tharmaraja Nirojan, a farmer.

Witharanage said soldiers and police were forced to open fire in self defense when suspected rebels among the protesters threw six hand grenades into their camp, of which three exploded, injuring one soldier.

Liberation Tigers of Tamil Eelam rebels began fighting the government in 1983 to create a separate country for ethnic minority Tamils, accusing the majority Sinhalese of discrimination.

About 65,000 people were killed in the conflict before a Norway-brokered truce was signed in February 2002. The uneasy truce has held even though peace talks broke down in 2003 over the rebels' demand for greater autonomy in the north and east.

The rebels have a heavy presence in Jaffna.

Scores of people have been killed in scattered outbreaks of violence since the cease-fire, with tensions escalating after a rebel leader and about 6,000 of his followers split away from the Tigers' main faction in March 2004.

The government and Tigers blame each other for the violence, with the Tigers accusing the military of aiding the breakaway rebels, a charge the government denies.

Go North EC tells EU

The Elections Commissioner Dayananda Dissanayake has requested the European Union Election Observers to be detailed specially in the North-East in an effort to discourage organised election rigging, a spokesman for the Elections Commissioner's Department said.

The spokesman said the Elections Commissioner had also decided to assign Grama Niladaries in polling stations to avoid voter impersonation.

Assistant Returning Officers will also be appointed to cluster polling stations, which will be set up 500 meters inside the government controlled areas in order to enable voters residing in LTTE controlled areas to exercise the universal franchise.

Transport facilities for the voters to polling stations and back into LTTE controlled areas will be arranged by the Assistant Government Agents and Grama Niladaries.

The EU will have 22 long term observers and 44 short term observers who will monitor the election on the polling day.

Meanwhile, postal voting of the Presidential election will take place on November 7 and 8. There are 323,428 public servants eligible for postal voting plus 24,724 displaced voters.

According to the Elections Commissioner's Department, the total number of registered voters for the forthcoming Presidential elections is 13,327,160.

There will be 10,486 polling stations islandwide and 710 counting centres.

Mahinda shedding crocodile tears after depriving children of mid day meal –Kabir Hashim

Prime Minister Mahinda Rajapakse was shedding crocodile tears after being responsible for depriving school children of the mid day meal, the UNP said Wednesday.Kegalle district UNP parliamentarian Kabir Hashim told a media briefing in Colombo, that Rajapakse was a member of the Peoples Alliance government that discontinued the miday meal for school children introduced by the late President Ranasinghe Premadasa."It is ironical to hear Mr. Rajapakse expressing concern about malnutrition and childrens welfare after keeping quite when the mid day school meal was discontinued."Responding to allegations that the UNP would scrap ‘Samurdhi', when it comes to power, Hashim said that those who want to remain with ‘Samurdhi' and pick up a pittance would be free to do so.However, ‘Samurdhi' recipients who want a 300 per cent increase in assistance have the choice of switching on to the ‘Siya Saviya' programme that would be introduced by the UNP.

Ratnapura district UNP parliamentarian Thalatha Athukorale, said that Rajapakse was sympathizing with children saying that there were many who faint in school due to malnutrition , but has failed to do anything to help them all these years."Mr. Rajapakse, claims that he understands school childrens problems since he has children of his own. If that is the case what was he doing when the school mid day meal was scrapped."Athukorale, said that the people cannot be deceived anymore and were flocking round Mr. Ranil Wickremesinghe who has put out a workable manifesto with solutions to all issues faced by the people."Mr. Wickremesinghe has a earned a reputation for being a man who keeps his word and will deliver on all his promises .He will pay specific attention to bringing down the high cost of living and establish the elusive peace that everyone is longing for", she said. Sri Lanka to field 50,000 police, deploy army in northeast for presidential election

Sri Lanka will field 50,000 police nationwide and deploy military troops in the volatile northeast during the Nov. 17 presidential election, officials said Friday.A 2002 cease-fire between the government and Tamil Tiger rebels has been increasingly strained by violence, especially in the northeast, parts of which have long been under rebel control.Sri Lanka also has a history of violent elections and vote fraud. Police spokesman Rienzie Perera said uniformed and plainclothes officers will conduct vehicle and foot patrols to check for signs of conflict or attempts to sabotage voting.Perera said military troops will be responsible for security in the northeast, an area dominated by ethnic minority Tamils and the center of the Tamil Tigers' two-decade war against the government. The conflict, fueled by Tamils' complaints of discrimination by the majority Sinhalese, claimed about 65,000 lives before the government and rebels signed a Norway-brokered cease-fire in February 2002.

However, subsequent peace talks have stalled due to government-rebel disagreements over postwar power-sharing.Scores of people have been killed since the cease-fire, with attacks escalating after a factional split among the Tigers in March 2004. The government and rebels blame each other for the trouble.Past Sri Lankan elections have been plagued by violence and vote-rigging. In 2001, 61 people were killed in the days leading up to a parliamentary poll.

Meanwhile, the European Union Friday expressed ``frustration'' at the lack of progress in implementing its recommendations made after observing three previous elections. John Cushnahan, the head of a 72-member EU team, told reporters in the capital of Colombo that the union is ``clearly frustrated with the lack of follow-up to our previous election observation missions.''

He had expressed similar views after the April 2004 Parliamentary polls and warned that the EU was unlikely to send another mission if the government failed to set up an independent election commission, draw up a code of conduct for political parties, and take tougher action to stop election-related violence. There are 13 presidential candidates in the coming elections, but the main contest will be between Prime Minister Mahinda Rajapakse and Ranil Wickremesinghe, who is an opposition leader and former prime minister. Independent observers have said that conditions were better during last year's parliamentary election, except in parts of rebel-controlled areas in the northeast. Five people died.

Celebrating Ramadan In USA - Perspectives

Saher Iqbal who is an International student from Pakistan studying at the Oglethorpe University said that the Ramdan fasting is important for Muslims to cleanse themselves from worldly things. She said that fasting during the daylight hours of the month of Ramadan is also an important pillar of Islam. The main function of fasting is to make the Muslim pure from "within" as other aspects of Islamic law to make him/herself pure from "without." By such purity he responds to what is true and good and shuns what is false and evil.

She also quoted the Qur'anic verse:

"You who believe, fasting is prescribed for you as it was prescribed for those before you, that you may gain piety. "

Elaborating further, she said fasting awakens one's conscience and gives it scope for exercise in a joint experience for all society at the same time. She said that fasting offers a compulsory rest to the over-exhausted human machine.

She also said that fasting reminds an individual of those who are deprived of life's necessities throughout the year or throughout life. Thus the practice cultivate sensitivity with in our selves to develop kindness and sympathy towards those who are less fortunate.

When asked on how she perform Ramdan fasting, she said that she usually get up early in the morning and eats food and start the fasting. Saher however said that she only take very less food before starting the fasting. She said that she would not eat or drink until the sun sets at about 7 PM.

Saher says that she miss her family and whole atmosphere at home of everyone doing the fast. She says the atmosphere at home makes her feel spiritual and holy. However she said that Ramdan is practiced in most Muslims just as same as Muslims do in Pakistan.

Commenting on the cultural values of Muslim younger generation, Saher said the values depends on the family. She claims the younger generations are always shaped up by the family environment than many other external factors. However, she said most Muslims in Georgia actively take part in Ramdan practice,She also said that the major challenge Muslim families' confront is to teach their children the mother tongue and to make them read Quoran and teaching them to pray 5 times a day. Saher speaking on the activities of the Mosque's during the Ramdan period said that everybody have to go to Mosque after breaking the fast(Iftar) and pray Taraveez ( prayer for the roza next day). She said that last 10 fasts are very important for Muslims and therefore people at tmes ends up all night praying.

Saher commenting on the latest earthquake disaster in Pakistan which claimed more than thirty thousands life said that she feel the pain of the victims She also said that Muslims in Atlanta area had taken huge efforts to provide relief support for the earthquake victims.

"Most of the people are trying to help others by providing them food and tents, medicines and all the necessary things. Most of the patients are brought down from Kashmir to Lahore where they will be admitted in the hospital. " she said.

She stated that she is confidence of efforts of Muslims in Georgia areas to make a difference in the lives of the victims. Georgia consists of one of the diverse Muslim populations in the USA. The Muslim population in Georgia basically consists of Syrians, Egyptians, Indians , Pakistanis and African-Americans.

She also expressed her positive hopes on India and Pakistan working collaborated to provide relief for victims will ultimately lead to India Pakistan peace process

"Pakistan and India were coming close to peace and now even more. No one can stop the natural disaster and everyone is willing to help each other. It will definitely assist India and Pakistan to come closer towards peace." she added.

Tehmina Mirza, another Muslim student from Oglethorpe speaking to Asian Georgian times highlighted the ignorance prevailing among the majority of Americans on Islam and Muslims.

"People sometimes give me funny looks due to the way I dress (Tahmina wears a head cover accordingly to the Islamic traditions)

Other than that, people have come to know me like me and they treat me nicely" she said with her usual pretty smile. However, she was critical of certain elements American media practices of religious bias against Islam.

"Whenever a terrorist who was a Muslim does an attack, media give a prominence. "she said

She also pointed out that non Islamic terrorist groups such as Liberation Tamil Tigers in Sri Lanka had always been overlooked by the media since the groups are non- Islamic.

Tahmina strongly condemned Muslims doing terrorist activities claming such activities are totally un-Islamic. She argued that the groups who commit such atrocities are not Muslims but simply cold blooded murderers.

"It is like people claiming the kkk's actions are Christian" she pointed out.

However, she praise America as a "great country with many opportunities" and goes on to say that she would not live in anywhere else than the USA.

"I have been able too retain my Islamic beliefs but I could not retain my Pakistani heritage since I was born here and exposed very less to Pakistan." She confessed.

Mhanida had no plans for Kalmuani Coastal District - Hakeem

"A separate Provincial Council and a Non Contiguous Unit are the inevitable needs to ensure the defence of the Muslim Community and the Sri Lanka Muslim Congress has this in its policy. The only institution that could ensure these needs of Muslims is the United National Party, and the leader of that party has included the self autonomy and the Non Contagious Unit for Muslims in his manifesto" said the SLMC leader Rauf Hakeem when addressing an election campaign rally at Al-Manar Central College in Maruthamunai, Tueday (25).

He added that "when a cabinet paper was presented to establish a coastal administrative district covering the areas of Kalmunai,Pothuvil and Sammanthurai in the Ampara district and a separate administrative district in the North Western Province made of two electorates; Kuliyapitiya and Nikkawaritiya, Mr. Athaullah opposed to it, demanding that Akkaraipattu be made the capital of the proposed coastal district of Kalmunai".

Hakeem said that when he had prolonged the matter for some time and re-negotiated it with the people of Kalmunai, Mr. Athaullah had again turned it down preventing the tabling of a cabinet paper.

‘It is those who jeopardized such initiatives are now criticising that the SLMC did nothing. However we will achieve these with the UNP's presidential candidate' he said.

He reminded that a separate administrative unit for the Muslim community was the dream of their late leader Mr. M.H.M. Ashraff, who had continuously warned the Muslims that even though they were unable make the dream come true immediately, it would be the JVP who would oppose it.

‘Prime Minister Mahinda Rajapaksa had no plans for a coastal district, at our discussions with him he told us that he would consider this once he is elected as the president. He also said he intends forming a commission to redefine boundaries of districts and provinces, as demanded by the JHU and the JVP' Hakeem said.

‘It was very clear that Mr. Rajapaksa had fallen in the snare of the JHU and the JVP, who went on to claim on political stages that they could bring in victory for Rajapakse without the support of the SLMC. This encouraged us to work hard to ensure he is defeated', he said.

National Muslim Congress Ceased to Exist forthwith – Harees

Former Parliamentarians H.M. Haress and M.B.A. Azeez who represented the Digamadulla electoral district, officially re-joined the Sri Lanka Muslim Congress today.

Haress, who was the Secretary General of the National Muslim Congress (NMC) addressing a media conference this morning said, that a non- Contiguous unit for Muslim was the prime concern for them when they left the SLMC to support the UPFA. ‘But the UPFA government miserably failed'.

Addressing the media, SLMC Rauff Hakeem said that two former Parliamentarians have re-joined the party to ensure the victory of the UNP presidential candidate Ranil Wickremasinghe.

‘In bringing UPFA to power we played major role in our areas, we have produced a large number MPs, Ministers and Deputy Ministers. But this government failed to deliver what was expected', said Azeez.

‘In the run-up for the presidency Ranil Wickremasinghe has included vital demands including a Non Contiguous Unit, submitted on behalf of the Muslims by the SLMC leader Rauff Hakeem. Therefore, to strengthen the SLMC and hands of its leader Rauff Hakeem, we have re-joined the party, today said' Harees.

When asked as to what was the fate of the NMA, Minister Athaulla and Deputy Minister Anver Ismail who represented the NMC? Harees said that they were sacked from the party after their failures in the P-TOMS and they identified themselves as members of the National Congress, "as far as the party National Muslim Congress is concerned, it ceased to exist forthwith" he said.

Tighter security for Lanka candidates amid suicide bomb fears

Security has been tightened for Sri Lanka's two Presidential candidates amid fears that Tamil tigers may resort to suicide bombings against key politicians in the run-up to next month's elections, officials said today
.

Outgoing President Chandrika Kumaratunga, who herself faced a bid on her life during a previous election campaign, has sent her elite bodyguards to protect Prime Minister and ruling party candiate for the November 17 election Mahinda Rajapakse, her office said in a statement.

The main opposition candidate, Ranil Wickremesinghe, was also given addtional security and told to plug the holes in his security system, the statement said.

"Security for the two candidates was strengthened and they were provided additional security personnel, vehicles and other logistics as directed by the President," it said.

Ports Minister Mangala Samaraweera said meanwhile that they feared that Tamil Tiger rebels may resort to suicide bombings against the Premier and other key politicians in the run up to the vote.

Tamil Tiger rebels have been accused of assassinating an opposition presidential candidate in October 1994 and trying to blow up Kumaratunga when she ran for re-election in December 1999. She lost one eye in the attack.

The new security measures also come in the aftermath of the assassination of foreign minister Lakshman Kadirgamar in the heart of the capital. The government immediately blamed the Tigers for the killing, a charge denied by them.

Mecca ‘Ceylon House’ in dire straits

The Ceylon House', in the Holy City of Mecca, a gift from the late King Faisal Ibnu Abdul Aziz to the Muslim national leader Dr. T. B. Jayah in 1960, for use by Sri Lankan Muslims as a pilgrims rest, is today in a critical situation, former Parliamentary Affairs Minister A. H. M. Azwer says
.

"The Ceylon House is the property of Sri Lankan Muslims. A Board of Trustees comprising seven Sri Lankans and one from Saudi Arabia was appointed to administer it. All the Sri Lankan trustees have passed away. The place is now being rented out by the Saudi trustee and I have witnessed shops have been constructed," Azwer said in a letter to President Chandrika Kumaratunga seeking her intervention to urge Saudi authorities to save the place for Sri Lankan pilgrims visiting Mecca. "New buildings are established in the area where the Sri Lankan Medical Team functions during the Haj season."

"It is learnt that all attempts made by Sri Lankan Consul General in Jeddah to meet the Saudi Trustee to protest against illegal structures hindering the pilgrims have failed as the Trustee over there had evaded all meetings," he said.

"Presently, the Saudi Government constantly extends area of the Haram Sheriff to accommodate the ever increasing annual Haj pilgrims. The site in which the Ceylon House is located will also come under the hammer in the near future. Compensation will then be paid for re-building of a new Ceylon House. Who will then receive the compensation is the concern of every Muslim in our country. Will the Sri Lankan Muslims, who are the rightful owners of this building, be the beneficiary or would it be the sole Saudi representative?"

Azwer in his letter requests the President who is also the Minister of Muslim Affairs to take prompt action to address a communication to Saudi leader King Abdullah appealing him to intervene in this matter to restore ‘Ceylon House' to the ownership of a newly appointed Board of Trustees.

Despite the pressures and turmoil of campaign politics, President Chandrika Kumaratunga wears one of her broadest smiles as she admires a gift presented to her from a grateful people of the city of gems Ratnapura during a rally in support of Mahinda Rajapakse. Posted by Picasa

LTTE neutral in Presidential poll

The LTTE has decided not to put its weight behind any candidate in the Presidential Elections, but would permit canvasing in the Wanni.

"We have decided to be neutral... We will not support any party," The LTTE spokesman, Daya Master told the Sunday Observer.

"We will let people make their choice," he said. He said the LTTE could not recommend to Tamil people to vote for any main contenders, given the "history of broken promises".

The LTTE would permit canvasing in LTTE held areas, he said, however adding that candidates would be required to obtain prior permission. He said though the LTTE would not back any candidate, it was firm that the people's right to exercise universal franchise should not be curtailed under any grounds.

"There were previous incidents where Tamil people were prevented from voting," he said referring to the closure of entry-exit points to Vanni in the Parliamentary polls in 2001, disenfranching an estimated 80,000 voters.

The Supreme Court later ruled it a violation of fundamental rights. He said the LTTE proxy Tamil National Alliance would also not support any candidate.

Probe into rape incident at BIA

Police and Bandaranaike International Airport authorities are probing the alleged rape of a 23-year-old Sri Lankan woman at the airport. Five suspects have been detained in this connection.

The woman has complained to the Sri Lanka Bureau of Foreign Employment that she was gang raped by five airport workers from the baggage handling and security service on October 10, while she was waiting overnight for a flight to Kuwait. She had taken the flight after the ordeal, but her employer had sent her back to Sri lanka after she developed medical complications.

She has been sent to the Negombo Base Hospital for a medical examination.

SLMC Becoming dominant Muslim political force again

It's renaissance time again for the Sri Lanka Muslim Congress! Plagued by internal dissensions and defections in recent times the party was in the doldrums. If the vicious criticism against the SLMC leader by his political rivals was a proper measure to go by then the leadership days of Rauff Hakeem seemed numbered. Much of the anti - Hakeem venom was mouthed not by long - standing enemies but by the friend turned foes , consisting of SLMC dissidents and defectors.

Politics however is dynamic. The wheel turns full cycle often. It is now turning once again to the advantage of Rauff Hakeem. The Muslim Congress is hitched to to Ranil Wickremasinghes star. If the success of recent UNP - SLMC election meetings in the North - East is anything to go by then the mood is certainly on the upbeat.

Rauff is on a roll. Speaking confidently at well attended Muslim mass meetings he talks proudly of the deal he has entered into with Wickremasinghe. The electoral divisions of Kalmunai, Sammanthurai and Pottuvil will be redemarcated together as a separate administrative district. An equitable scheme of tsunami rehabilitation will be set up where the Muslims will receive their rightful due and also control the process in Muslim areas. When peace talks begin the Muslims will be given third party status. No deal will be done without Muslim consent. Powers to be devolved to Tamil areas will also be devolved to Muslim majority areas. A territorially non - contiguous Muslim majority council may be on the cards depending on the course of negotiations. Muslim security too is guaranteed.

With all these and more guaranteed by Wickremasinghe the SLMC leader is putting his heart and soul into the opposition leaders campaign. Hakeem is telling the Muslims that they must ensure Wickremasinghes victory in order to secure the political promises made. Moreover Hakeem reminds the Eastern Muslims that the votes delivered should match those delivered from the Tamil side. He also states that the Muslims should win their rights without hindering the Tamils winning back their lost rights. As for Wickremasinghe the "certain " Muslim vote is better than the "uncertain" Tamil vote and so plunges zestfully in the campaign with the SLMC.

Wickremasinghe and Hakeem have been strengthened by Mahinda Rajapakses undisguised Sinhala supremacist campaign. The JVP - JHU axis along with the stated anti - minority position leaves the minority communities with a very restricted choice.

The decisions of minority parties like the SLMC and CWC were essentially grassroots motivated. The membership was firmly against Rajapakse and his cohorts. Even if the SLMC and CWC leadership wanted to support Mahinda the ordinary people would have flocked to Ranil.

It is now a mutually reinforcing process. By the Muslim Congress aligning with Wickremasinghe and vice versa both parties are riding the crest of wave. Both sides benefit. Since this tie- up will continue till Parliamentary elections further electoral gains are likely to be made. If the present trend continues then the SLMC could once again prove electorally that it is the foremost and dominant political force of the Muslims. Hakeem can reiterate his credentials as the Muslim "thesiya Thalaiver"

(National leader).

Even though the SLMC is much depleted in Parliament today it must be remembered that the situation was caused more by splits and defections rather than electoral misfortune. The MPs belonging to the three non - SLMC formations in Parliament are all ex - Muslim Congress people. Despite all the anti - Hakeem and anti - SLMC campaigning the Muslim Congress remains the "party of the Muslims" in the hearts and minds of the North - Eastern Muslim voter. The SLMC symbol "Maram" is the party tree around which other Muslim party crepers are wrapped around. The Ashraff magic still works. Every election since 1994 has seen the majority of North - Eastern Muslim MP's being elected from the SLMC.

It is the realisation that the SLMC remains foremost in the Muslim psyche that impels past dissidents and defectors to return home like the Biblican prodigal son. The acknowledged "Sheik of Kattankudi" Hizbullah has buried the hatchet with Hakeem and returned to his "Thaai Veedu" (Maternal home). He was earlier in the NUA. Former MPs Harees of Sainthamaruthu and Azeez of Pottuvil have ditched the National Muslim Congress and joined the SLMC. Even Ferial Ashraff may re- join after the Presidential election. She is holding back now mainly due to deference to Kumaratunga it is felt.

One problem however would be that though the people continue to elect Muslim Congress MP's some of them could defect after victory. In a bid to prevent this sordid history repeating itself Hakeem seems to have arrived at a foolproof arrangement with Wickremasinghe. This is a major reason for Hakeems optimism and buoyancy.

Fragmentation was a great impediment to his party and challenge to his leadership in recent times. After the untimely death of Ashraff the man who enabled the SLMC to achieve political power the leadership mantle fell on the comparatively young shoulders of Rauff Hakeem. The political base of the Muslim Congress was the Eastern Province.

Hakeem however was from the Central Province. They party also used the familiar "Sympathy for the widow" card of Sri Lankan politics. Ferial ashraff contested the 2000 Oct 10th poll from her husbands Amparai district. Though in mourning and away from active politics she achieved a great victory. Both she and Hakeem became cabinet ministers.

The situation was ripe for politics of inner - party intrigue and manipulation. Hakeem as the blue - eyed boy of Ashraff had aroused the envy of some in the party. As a loyal deputy of Ashraff the young lawyer had been identified with the actions of his leader. There were some in the SLMC who were angered harboured resentment towards Ashraff and Hakeem. They never dared to confront Ashraff. With his passing they felt confident to take on Hakeem.

Since the SLMC base was the Eastern province the new leader being from the Up -Country was resented by some of the old SLMC hands from the East. This factor too was exploited by some disgruntled elements. Hakeem added to his problems by trying to emulate his mentor too soon.

Ashraff had tolerated no dissidence and asserted his authority as the undisputed leader of the party. In fact the party rank and file never referred to him by name but respectfully as "thalaiver" or leader. Hakeem too tried to be another Ashraff. The SLMC Constitution gave the leader autocratic powers in some spheres. Hakeem too tried to be a "thalaiver" like Ashraff.

This naturally was resented. Many tried to "democratise" the party and usher in a type of collective leadership where major decisions would be taken after collective consultation. Worried perhaps that such type of leadership would prevent his assertion as leader Hakeem resisted it.

Soon the dissidents got around Ferial Ashraff. A not so subtle effort was made to promote her as the sole SLMC leader. Eastern Muslim sentiments were aroused against the "outsider" Hakeem. The Thalaivers widow was projected as the alternative.

Ironically Ferial too was not an Eastern Muslim but like Hakeem from the Central Province. Yet she was a daughter in law of the East and also had been elected to Parliament from the East with a creditable majority.

Kumaratunga too began fishing in these troubled waters. She began cutting out Hakeem and favouring Ferial. The aftermath of the Mawanella anti - Muslim violence was a prominent example of this. Despite the simmering tensions Hakeem could have perhaps neutralised Ferial by sharing the leadership mantle with her . But he did not and this exacerbated the tensions.

When the great showdown came and Hakeem was fired overnight by Kumaratunga seven of the eleven SLMC Mps crossed over with Hakeem while four stayed on with Ferial in the cabinet. The subsequent election saw Ferial and her faction contesting as NUA with the PA. Hakeem tied up with the UNP. The SLMC swept the polls . Amparai district politicians like Athaullah, Anwer Ismail, Farees, Azeez etc backed Hakeem over Ferial.

But there was trouble again.. Athaullah wanted a full - fledged cabinet post. Hakeem refused. Inspired by Athaullah most of the North - Eastern MP's began ganging up against Hakeem. The LTTE did not honour the pact signed with the SLMC. Muslims were under severe harassment by the LTTE. This increased Eastern Muslim resentment. The tigers also blocked Muslim representation at the peace talks. Hakeem adopted a moderate and sensible approach over these issues. Athaullah and co raised the regional cry against Hakeem and also aggravated anti - Tamil tensions. Adding to Hakeems woes was his closeness to Basheer Segudawood of Eravur. Athaullah and his cohorts quit the SLMC on the verge of elections.

The fresh poll saw Hakeem proving a point by contesting in Amparai and winning. The SLMC won most of the seats again. But the party was in the opposition. Kumaratunga needed a majority. Carrots were dangled and Badiurdeen. Abdul Majeed, Ameer Ali and Baila defected. One of the dirtiest political stunts was enacted against Hakeem in the form of the Kumari Cooray matter.

All these brought the SLMC tide to a low ebb. Hakeems stock was falling. Then came the tsunami and the miserable performance by all those SLMC defectors who were now cabinet minsters, non - cabinet ministers, deputy minsters etc in the cabinet.

Athaullah for example never even visited the affected areas for weeks. The shabby treatment meted out to Muslims in the P- TOMS and the inability of Muslims in Government to remedy it exposed their inadequacies.

The SLMC resurgence under Hakeem began with the party's post - tsunami politics. It has now reached new heights with the Presidential elections. The SLMC in general and Hakeem in particular are on the ascendant. [Courtesy -MorningLeader]

As

University students protest outside Norway Embassy against alleged Tamil rebel attacks

Dozens of university students Wednesday protested outside the embassy of peace broker Norway in the Sri Lankan capital against a spate of attacks - including the killings of two school principals - allegedly by Tamil Tiger rebels.

About 250 students carrying banners and shouting slogans gathered outside the embassy, accusing Norway of being biased toward the guerrillas and not exerting enough pressure to halt rebel attacks, said R.S. Jayawardene, a student protester.

Norway has been playing a pivotal role in trying to end Sri Lanka's two-decade war between the government and Tamil rebels. The Scandinavian country brokered a cease-fire in February 2002. Subsequent peace talks however, broke down in April 2003 and efforts to resurrect negotiations have so far failed.

Scores of armed policemen wearing bulletproof vests and helmets stood guard outside the heavily barricaded embassy.

Suspected Tamil Tiger rebels last week shot dead a high school principal who opposed the guerrillas, a day after assailants gunned down a school leader who supported the Tigers.

Jayawardene also accused the rebels of a spate of attacks on security forces, including an attack on Tuesday in the island's volatile east that left one policeman dead and another injured.

``Disarm the LTTE,'' ``The LTTE is killing school principals,'' read some of the banners against the Liberation Tigers of Tamil Eelam.

Scores of people - Tamil Tigers, breakaway rebels, politicians opposing the rebels, and civilians - have been killed despite the cease-fire, and violence has escalated since a rebel group split away from the LTTE in March 2004.
